Forestry Product Export Made Easier

JAKARTA: The Department of Trade again revises a regulation on forestry product export and issues several facilities that will be brought into effect on July 29, 2008.

Minister of Trade Mari Elka Pangestu stated the Regulation No.20/M-DAG/PER/5/2008 is a revision of the Regulation No.09/2007.

Article 4 of the regulation, signed on May 29, 2008, stipulates forestry products made of coconut and oil palm timbers in forms of surface four side (S4S) or pole products at any size are allowed to be exported.

The regulation also gives authority to the Directorate General of Foreign Trade team to verify whether companies have undergo legitimate process in arranging for registered forestry product exporter (ETPIK) status.

Exporting companies can request for a revision of ETPIK within no more than 60 working days, longer than 30 working days given by the previous regulation.

The Minister of Trade Regulation No.20/2008 also contains new requirements in article 8, which consists of four clauses.

"Every export of ulin wood-based forestry product has to obtain export approval letter from the Directorate General, which issues such a letter based on a recommendation given by the Department of Forestry," read article 1 clause 8 of the Regulation.

On the other hand, forestry industries with ETPIK status are only required to report their annual export and production plans. In the previous regulation, they were required to hand over such plans every semester.

HPE not changed

In the meantime, the export benchmark prices for nearly all wood, rattan, and leather commodities for June 2008 in the Minister of Trade Regulation No.18/M-DAG/PER/5/2008, signed by Mari Elka Pangestu on May 23, are not changed.

The export benchmark price (HPE) for wooden sheet for packaging box is fixed at US$350/cubic meter, higher than US$250/cubic meter imposed on veneer from timber estate. Meanwhile, HPE for veneer (tariff post ex 4408) from natural forest is set at US$500 per cubic meter.

In addition, HPEs for rattan are similar to those imposed in April, namely from US$0.79 per kg for original rattan to US$1.65 per kg for rattan leather.

Last but not least, HPE for raw cow and buffalo leather is fixed at US$3.1 per kilogram, while HPE for sheep leather is established at US$5 per sheet. (Bisnis/faa)
